I doubt it changes their mind from hearing it, but they might not have been strong enough to make it if they are already jumping ship! For those who do foster, it's better to have realistic expectations than visions of rainbows and unicorns going in. It will help them manage expectations and be able to enjoy it without having the rug pulled out from under them.
